File this under random observation. Right now, there&#8217;s a Democratic primary in Florida&#8217;s 3rd Congressional District. That hasn&#8217;t happened since 2004. What&#8217;s more, this time around will only be U.S. Rep. Corrine Brown&#8217;s third primary contest (not counting the four-way race she won on the road to win the seat back in 1992.) The challenger&#8217;s name: Scott Fortune. He&#8217;s a Beaches area civil rights &#8230;</p>

There was a slightly nervous feeling circulating among the 75 or so people at Monday night’s Congressional District 3 candidates forum when Anthony Paul Penoso, who’s filed on the GOP ticket, said this: To be quite frank and honest with you I don’t think somebody with a lighter skin tone than me will be able to take a district away from a race it was gerrymandered for. It was gerrymandered for &#8230;</p>
