HOUSTON &#8212; U.S. Rep. Sheila Jackson Lee says she is forming a strategy to keep Continental Airlines headquartered in Houston, as the airline considers considering a merger with United Airlines.  The deal could mean that Continental would move its headquarters to Chicago. &#8220;I believe today we should declare a fight to save Continental Airlines and to make sure that they stay put in Houston, Texas &#8230;</p>
